近年來，全球極端氣候現象日益加劇，暴雨與乾旱等問題頻繁發生，使水資源分布趨於失衡。在台灣，雖然降雨量豐沛，卻因地勢陡峭與環境條件限制，雨水難以有效留存，加上嚴重的水汙染問題，導致可利用的淡水資源相對有限。另一方面，台灣四面環海，擁有豐富的物種資源與多樣的海洋生態，而潮汐更蘊含著可觀的自然資源潛力，等著我們開發。
在此背景下，基地選擇在台江國家公園，鹽水溪口河海交接處，設計希望將「淡水」的淨化、循環與收集，以及「海水」孕育下的豐富生態及潮汐資源運用的可能性等知識，轉化為「可被觀看、體驗和參與的空間」。同時並著重以「寓教於樂」的設計手法，讓人們能在戲水、親水、觀景、休憩等各種與水的互動中，學習水資源的知識。並將「水的各類樣態」也融入我們的建築造型，讓建築也更融入周圍「水」的環境。希望「水資源教育館」讓人們在如水流的優美空間中愉悅的學習重要的「水資源」知識。
In recent years, extreme climate events have intensified, with frequent floods and droughts causing an imbalance in water distribution. In Taiwan, although rainfall is abundant, the steep terrain makes water retention difficult, and pollution further limits the availability of usable freshwater. At the same time, Taiwan is surrounded by the sea, with rich biodiversity and diverse marine ecosystems, while tides hold significant potential as natural resources waiting to be developed. The design aims to transform knowledge of freshwater purification, circulation, and collection, as well as the rich ecosystems nurtured by seawater and the potential use of tidal resources, into a space that can be seen, experienced, and engaged with. It emphasizes an edutainment approach, allowing people to learn about water resources through interactions such as playing in water, engaging with it, viewing, and resting.
