「時光荏苒」宛如四季更替般，強調時間的短暫與寶貴，其設計理念圍繞著「日月」意象，象徵時間的流動與世代的傳承，並將時光流逝的漸進保留於此，打造一個恬靜安謐的場所，建立與周邊社區環境的連結，縮短人與人之間的隔閡。
屋頂造型揉合翻開書頁的意象，且運用南部日照充沛的優勢將太陽能板設置於斜屋頂上方，而館內中的日月天井，讓光線自然地隨著時間變化，投射出不同角度和強度的光影，同時象徵著太陽不斷運行的軌跡，體現出「日月交替、時光荏苒」的境域。
在空間規劃上設有親子寓教活動區、交誼廳以及戶外休憩區等，以期滿足各年齡層的需求，跳脫以往圖書館主要作為藏書、讀書功能，區域設計上較內向封閉的既定印象。
室內藉由大面積的透視玻璃，與蓮潭公園的綠意互相照映，更引入大量自然光源，閱覽空間選用自然木質材料，以明亮通透的設計作為主體，打造出兼具藏書、閱讀、活動、社交的公共場所。
Like the changing of the seasons, "Time Flies" emphasizes the transience and preciousness of time. The design concept revolves around the "sun and moon" imagery, symbolizing the flow of time and generational inheritance, and preserving the gradual passage of time to create a tranquil place that establishes a connection with the surrounding community and narrows the gap between humans.
The roof shape incorporates the image of turning the pages of a book, and take the advantage of abundant sunshine in the south to place solar panels above the sloping roof, while the sun and moon patio inside the hall allows the light to naturally change over time, projecting light and shadows of different angles and intensities, and at the same time, symbolizing the sun's continuous trajectory, embodying the "alternation of the sun and the moon and the gradual passing of time".
In terms of spatial planning, the library is equipped with a parent-child educational activity area, a social hall and an outdoor sitting area, in order to satisfy the needs of all age groups and challenge the conventional perceptions of libraries as mere book repositories and reading spaces, often characterized by an introverted and closed design.
Inside the library, a large expanse of glass mirrors the greenery of Liantan Park and introduces an abundance of natural light. The reading space is made of natural wood materials, and the design is bright and airy, creating a public place for book collection, reading, activities, and socializing.
