透過觀察與參與者的角度看待鳳山縣新城，找出需要探討及改變的地區，「鳳山縣新城」，它歷經興衰，逐漸走向式微，淡出大家的記憶，然而我們希望
能找尋出屬於當地專屬「城熾」。為了找尋鳳山縣新城中的回憶與憶想，透過公私部門齊心協作置辦了一塊與歷史有連結性的土地，作為線性的基地發展，不僅活絡了歷史也延伸了市街的發展。
在設計概念中，將古今的元素融合進入建築之中，並以解決現有城市問題為基礎，透過物質、象徵、功能等三大特性，讓建築自然的適配於此塊土地上，達成新建築與舊記憶的融合，共創城市新空間，活化鳳山縣新城。
