過去，灣裡就曾⾯臨過對健康有⼀⼤危害的事：台南及⾼雄的廢五⾦⼯⼈經常聚集在⼆仁溪畔的河床地，露天燃燒廢電線、電纜或變壓器、回收銅線...但燃燒這些廢料所產⽣的戴奧辛毒性化學物，對⼈體健康影響很⼤。⽽灣裡為台南市較偏遠之鄉鎮，醫療資源較為匱乏，醫學知識也較淺薄。也因青年⼈⼝流失與⾼齡化時代來臨，⻑者在灣裡越來越多，所以就醫需求量增⾼。想改建灣裡人潮聚集處-灣裡市場，設備老舊殘破不堪的問題、動線重整並增設小型醫療院所造福居民，也教導民眾正確用藥、基礎醫療知識。而在原市場周遭的籃球場則改造為菜園及休憩空間，讓民眾不僅可以在此輕鬆的聊天，也能學習自己種菜達到教育與互助合作的目的，讓灣裡市場這塊基地發揮新的功能。
