以國土計畫濕地出發做鹽田轉型，主要是以生態旅遊、觀察、藝術為主，將舊有鹽的成分氯化鈉做延伸，將基地發現的元素進行組合去做鹽田與社區的改造。鹽田的部分，分成未開發區以鳥類為主，種植濕地植物，半開發區生態共存的區域，全開發區以人為主，鹽田設計第一站是親水空間，主要可以觀察潮間帶的行為，建物設置鳥類休息站，讓鳥類在下雨的時候可以躲避，第二站生態探索，利用漲退潮後可以觀察到生態的變化，在設施的尾端有碼頭可以划船觀察鳥類，第三站藝術創作空間，藝術家利用鹽田有的材料製作成裝置藝術，創作區旁有一個塔，觀察家可以觀察外海濕地的鳥類，塔旁邊有腳踏車步道可以通往半開發區觀察植物及生物，第四站藝術展示，提供遊客觀賞，作品結合鹽田景色像是一幅畫，第五站藝術家跟鳥類觀察家的住宿區，在田埂旁有風力發電跟潮汐發電的裝置提供給藝術創作空間跟住宿區使用，延伸到社區，鹽田跟社區是一體的，社區淹水問題利用廢棄蚵殼組合在圍牆上，緩減淹水水量的設施，延伸鹽田設計滑艇設施，體驗蚵仔養殖的方式結合釣魚空間，西曬和人口流失問題，在西曬面跟民宿的屋頂做友善鳥類的設施，讓鳥類可以進去躲避，也可以阻擋太陽帶來的熱能，形成一個友善鳥類社區。
